Clark is a principal of Troutman Sanders Strategies and a partner in Troutman Sanders LLP.  Clark’s practice focuses on privatization, public-private partnerships, economic development and state and local government relations.   

Clark has held several leadership positions within the firm’s Virginia offices and offers unique entrepreneurial, leadership and organizational skills gleaned from a 15-year litigation practice and a solid government relations background. He has spearheaded many public-private partnership projects on behalf of Troutman Sanders clients including forensic laboratories, ports, prisons, higher education, IT consolidation and many transportation-related projects.  Clark routinely speaks with interested parties and governmental entities concerning the benefits and challenges of the public-private partnership procurement method. 

Mike Woods
Senior Manager, Troutman Sanders Strategies

Mike serves as Senior Manager for State Government Affairs with Troutman Sanders Strategies.  Mike works with clients on business issues, including procurement, economic development, privatization and public-private partnerships.  Since joining Troutman Sanders Strategies, Mike has assisted numerous firm clients in public-private partnership projects throughout the State of Virginia. 

Will Homiller
Associate, Troutman Sanders LLP

Will’s practice focuses on all areas of commercial real estate, including the development, acquisition, sale, financing, leasing, and construction of retail centers, apartment projects, office buildings, industrial facilities, mixed-use projects, and residential developments.  He also assists clients with zoning and land use issues, and has advised private developers and public bodies with respect to public-private partnership projects. 

Ragen Marsh
Senior Manager, Troutman Sanders Strategies

Ragen provides an array of government relations expertise at the state level to clients of Troutman Sanders Strategies. Primarily, his efforts are concentrated on advocating his clients’ initiatives before the state legislature and executive branch.  Ragen serves as an advisor on matters related to state procurement contracts, to include public-private partnership projects, and lobbies city and county governments on local issues that impact his clients.
